The next regular Town Board meeting will be held Tuesday, April 13, 2010 at 7:00 p.m. at the Town Hall. Individuals
with disabilities needing auxiliary aids who wish to attend the meeting may request assistance by contacting the Town Hall,

MARCH 2, 2010 REGULAR BOARD MEETING The following Board members were present: Mayor Frank Fields; Trustees Robert Hardwick, Jim Johnson, Gerald Mergl, and Dorothy Pisel. REPORTS: Water/Sewer - The Town's wells pumped 1,036,000 gallons of water in February, 2010. ACTION ITEMS: Board Meeting Date Change - Because of the Town election on Tuesday, April 6, the next Board of Trustees meeting will be Tuesday, April 13. Elks' Special Events Permit - The Board approved the Elks' Special Events Permit application for Saturday, March 20. OTHER ITEMS DISCUSSED: Road and alley damage; Trustee Dutch Venter: nuisance ordinance; Woodland Farm and Feed; crushed asphalt; Centennial Park flower boxes; Arapahoe County Open Space grant application. -MANICIPAL ELECTION- The Town of Deer Trail will conduct an election on Tuesday, April 6. The Mayor's seat (four-year term), and five trustee positions (three four-year terms and two two-year terms) will be filled. Deadline for voter registration is Monday, March 8. Registration can be done online at www.co.arapahoe.co.us at the Town Hall, 555 Second Avenue. Every person who has attained the age of 18 years possessing the following qualifications is entitled to register to vote at Deer Trail's April 6 election: a citizen of the United States and resident in the Town of Deer Trail for 30 days Immediately preceding the election. Residency is defined by state law as "principal or primary place of abode." Any person who voted in the Town election and does not reside in Deer Trail Shall be punished by a fine of up to $5,000 or by imprisonment in the county jail for not more than 18 months, or by both. All election offenses are prosecuted by the District Attorney and/or Attorney General. No write-in votes will be counted on Election Day unless an affidavit of intent has been filed by Thursday, March 18 by the person whose Name is written in.
Because of the change in Colorado's election laws in 2009, all Deer Trail voters who are registered with Arapahoe County as Permanent Mail-In Voters will receive a ballot by mail. These ballots will be handled the same as absentee ballots and must be mailed or hand-delivered to the Town Clerk by 7:00 p.m. on Election Day. Persons who are not registered as Permanent Mail-In Voters may vote at the polling place at the Deer Trail Town Hall, 555 Second Avenue. For more information, call the Town Hall, 303/769-4464.

-WASTEWATER RATES-
Just a reminder that residents water usage in December January, and February will be the basis for wastewater rates for the next 12 months (March, 2010-February, 2011). Throughout the year, users or entities which do not have a known average monthly water use (December, January, and February), will be assessed the Town's average monthly usage per month until such use can be reviewed for actual use during a December through February span of time. BUDGETS

The Town of Deer Trail develops budgets for five of its accounts, General Fund, Water Fund, Sewer Fund, Conservation Trust Fund, and Open Space Fund.
The Town's Budget Officer, the Town Clerk, submits proposed budgets for the upcoming year to the Board of Trustees by October 15 of the current year. The General Fund budget must be adopted before the property tax mill levy is certified, based on final assessed valuations from the County Assessor's office. The deadline for mill levy certification is December 15.

The Water Fund is an enterprise fund used strictly for revenue and expenditures associated with the Town's water system.
Water Fund
The Sewer Fund, like the Water Fund, is an enterprise fund.
Sewer Fund
Funds for the Conservation Trust Fund are derived from an inter-governmental allocation of lottery proceeds based on town population.
Conservation Trust Fund
The Open Space Fund is derived from an allocation of Arapahoe County Open Space tax collections.

The Town of Deer Trail will conduct an election on Tuesday, April 6. The Mayor's seat (four-year term), and five trustee positions (three four-year terms and two two-year terms) will be filled. Registered electors 18 or older who have resided within the Town for a period of at least 12 consecutive months immediately preceding the date of the election may be a candidate. Nomination petitions will be available beginning Friday, February 12 at the Town Hall or on the Town's website, http://www.deertrailcolorado.org Nomination petitions require a minimum of 10 signatures. Each signer must be a registered elector residing within Town limits. Deadline for voter registration for the April 6 election is Monday, March 8. Voter registration can be done online at www.co.arapahoe.co.us or at the Town Hall, 555 Second Avenue. For more information, call the Town Hall, 303/769-4464.

Town of Deer Trail for 2009 / UPDATE LATER FOR 2010
The appointed Budget Officer has submitted the proposed budget for the Town of Deer Trail for the ensuing year of 2009 to the Deer Trail Town Board of Trustees.
This proposed budget has been filed and is available for public inspection at the Deer Trail Town Hall, 555 Second Avenue, during the business hours of 8:00 a.m. to 5:00 p.m. Citizens are encouraged to preview the budget before the public hearing to be held on the 2009 proposed budget at the December 2nd, 2008 regular meeting of the Town Board of Trustees at the Town Hall, 7:00 p.m.
Any interested elector of the Town of Deer Trail may inspect the proposed budget and file/register any objections to the proposed budget at any time prior to the final adoption of the budget (December 15 deadline, in conjunction with mill levy certification).
